
Care England, in partnership with Sona, has launched a major new national report examining the current reality of adult social care in England.
Drawing on a national survey of professionals and in-depth interviews with senior leaders, the research reveals that high-quality care is increasingly being sustained by the goodwill, professionalism and resilience of the workforce, rather than by systems designed to meet today’s pressures.
The findings show that short staffing, rising complexity of need and financial strain are now the baseline operating context for many providers. While services remain committed to quality and compliance, continuity of care is often maintained through overtime, agency use, task redistribution and managers stepping in to cover shifts. This approach, while testament to workforce dedication, is not sustainable in the long term.
The report highlights several key themes:
- Short staffing is now embedded across much of the sector.
- Workforce loyalty is masking underlying structural fragility.
- Financial pressures are escalating costs and increasing operational risk.
- Digital maturity is emerging as one of the strongest controllable stabilisers available to providers.
- There is broad workforce readiness for digital adoption where it reduces duplication, improves safety and supports smarter workforce deployment.
Importantly, the research concludes that the solution is not recruitment alone, but better system design — including fair and sustainable funding, improved alignment between commissioning and delivery, smarter workforce deployment and recognition of digital capability as core infrastructure rather than an optional enhancement.
