Since the inception of Integrated Care Systems (ICSs) on 1 July 2022 and the transition of statutory powers from Clinical Commissioning Groups (CCGs) to Integrated Care Boards (ICBs), care providers have faced numerous issues regarding funded nursing care (FNC) and continuing healthcare (CHC). This report addresses and highlights NHS Commissioning issues and challenges relating to these services that have been affecting the adult social care sector.

Care England has collated a wide scope of case studies that showcase poor commissioning practices alongside tangible solutions that should be considered at a national level by the Department of Health and Social Care (DHSC) and NHS England (NHSE), but also at a local level by ICBs.

This document seeks to expand on key points that have been raised since the transitional period of CCG to ICB and continuously highlighted throughout the development of the Hewitt Review on ICBs. These issues have also been highlighted to the Minister of Care, Helen Whately MP.
